At the annual conference of the Na tional Union of Scattish Mine Workers at Ayr, on “August 13th, Mr. Robert Smillie, president of the Miners' Federa- tion, who was formerly the president of the union, was accorded an enthusiastic welcome. I am still," he said, "n strong believer in 'our two movements going forward side by side. There is an iden in the minds of some men that all our questions should be settled in the House of Commons, and that the time has almost come when we shall have suth cient political power to lay aside pur industrial power, Nothing could" be more foolish. (Cheers!) We are still a long way from the stage when we can' afford to give up our power of combina- tion outside Parliament. There is no reason why we should not strengthen our förees inside the House of Commons and keep our forces, outside strong. We hear about drastic action and lighting strikes and the down-tools policy, but we know practically nothing about that..now com- pared with the old days. I am exceed ingly anxious to prevent local ouchrenks: and lightning strikes. I want to main- tain the power to have such strikes, should they be necessary, but I want to have that power vested in the larger body. and I want that body to be in a position to negotiate for a settlement before a stoppage takes place." BRITISH SHIPBUILDING. ACTIVE BUT INSUFFICIENT
A statement that there are two and a hait million tons of shipping under con struction in the United Kingdom, and that practically every yard is fully pack ed with orders, was made by Captain) H. P. Hooper in presiding at the annual nueting of the London General Shipowners' Association. It would not dd," said Captain Hooper," for us to be ntished with this position. Our friende in the United States have no less than four million tons under construction. · If the labour market takes a favourable turn. it is probable that the two and a half million tons will be ready to take the water within the next twelve months. It is practically all cargo tonnage, and na doubt the carriage of raw material is a primary 'qucation; but it is a matter of regret that there is not more than passen. gentonange under construction, because we auffered severely in this respect during the war, and the whole of the passenger liner tonnage of the enemy has been hand- wl over to the United States. Referring to labour troubles, Captain Hooper said that it would seem that the fighting spirit. which had sank deeply into the minds of the people, now that there was no enemy to subdue, was turned to the desire to cut our own throats at home. "I do not think we have ever been so hardly pressed as we are to-day. Not only have we auffered very severely during the war, but we have now to com. pate with competitors who have their pockets full of money, while we have a millstore of debt round our necke The Government policy would have to beja constructive one on broad lines, and for the people there must be a determination to return to work at once,"
