It must be confessed that the response to the appeal on behalf of the Victory Loan has fallen short of the sum desir able and, indred, necessary. There were several factors which militated against a big popular subscription, but that does not alter the cold truth of the matter.
More money would undoubtedly have come in were it not that capital is required in hasiness; and the farge number of prospectuses of new companies issued an present is an index of the current tend- eney towards expansion in the domain of commerce and trade. All our industries are in need of capital. This is the period of reconstruction, and all businesses, both great and small, are seeking to meet the new needs by fresh expenditure for which. they want ready money.

There is another factor in regard to the financial situation of the country, Things are nos nearly normal, s shown by the powerful light the Chancel- lor of the Exchequer threw upon the pre- sent state of affairs yesterday afternoon. In the matter of subsidies alone the 'Stats is paying sixty millions to the railways, nearly a million to 'the Canals, fifty mil ions to the millers and bakers to keep the price of bread at bd. the leaf, and three hundred and forty and a half mil- lions to the unemployed.
But that is not all. A supplementary estinate of two hundred and sixty and a half millions has been presented in res |pect of coal--a subsidy that the miners' and mineowners are extorting from the taxpayers. In other words, the State in to-day paying Me millions to certain privileged interests. This will have to be altered before the national finances ein be regarded as in a sound pendition.

But instead of greater effort we hear of nothing but strikes and rumours of strikes.
