Sir Auckland Geddes opened the debate with a very grave" spoten. But, after all, on his figures no other mood was ap propriate. The facts, indeed, were chul- lenged by Mr. Hartshorn and other Labour leaders. The former said that Sir Auckland s estimate of the coal output for the twelvemonth follwing July 18th, was too silly to lungh at. Instead of it being 217 millious, or 153 tons per men per year, Mr. Hartshorn assure the House that it would be no less than 3 tons per man. Such was his deduc tion "from the"figures of the last twenty years, and his argument was that if there was a reduction of per cent. per man when the bours were reduced from nine to right, the reduction should be no more when the hours are reduced from eight

But not 'even Mr. Hartshorn could deny that the Governmunt estimate was based on the actual returns of the first twenty weeks of this year, and he could give no better reason for this low output than that the Government had failed to organise the industry properly, and had hot kept is adequately supplied with props and rails and tubs. Output had failed, he suggested, because the men had not been able to work. Sir Auckland Geddes bad, indeed, given full weight to this side of the question when laying stress on the numerous enuses, outside the mining industry proper, which contri- buted to the falling off of output, but, as be said, this did not by any means wholly account for so serious a diminution, and be pressed the point that large numbers of men were deliberately not working to their fall capacity, either because they did not wish to exert themselves unduly, or because of discontent, or for some other reason. The work of the country was not being done.
