There was an old saying that one could not touch pitch without being dufiled, and after the ghastly revelations of the recently published White Book it was inconceivable that any self-respect ing Government should contemplate trent- ing with what was aptly described the other night by a Minister of the Crown

MORAL OBLIGATIONS, The past year constituted the saddest chapter in Russia's history; and, bách month that passed did but add to tha herrors of the situation. Mr. Keeling, the British trade unionist, who escaped from Russia early la, the year, said that the Russian question was a humanitarian one, and that the misery of the people was so great that it was inenmbent on us to relieve it. He entirely agreed. But there were also moral reasons which rendered it obligatory on us to go to Russia's assistance. First of all, there were the brave men who shed their blood as Russia's contribution to our final victory. Then there was the obligation to act up to our professions, and to secure for all peoples alike the right of self-determination and protection against i tyranny. If neither moral nor humani- tarian arguments appealed to the Allies. the day would come when they would be forced to intervene to protect their vital interests. If ever we allowed Ger- many to get the control of Russia's vast man-power and untold natural wealth we should have lost the war. If we now left Bussin to her fate, she would sooner or later fall under Germany' control. Nor was this the only danger. Lenia was minking an active Bolshevik propaganda, both in India and in China, and if he succeeded in the latter country we should be confronted with a combination of fores even more formidable than that of the old Central Powers. The longer we delayed taking action the' more „dif- ficalt would be our task. It was. in his opinion, useless to talk of a permanent peace so long as we left the Russian prob lem unsolved, for that problem was the dominating factor in the whole situation. (Cheers,)
