Lord Milner, in an important and ex clusire interview with Mr Manrice Woods, published in the Shaday Express, discusses the imperial situation created. by the war, emphasising the point of vie that the problema of unity is a human problem, and that, inasmuch as we are all one family, we wat give preverence in all things to our own family.
Lord Milner said:
The British Empire will never forget. what it has endured in common. "It is not only the bloodshed on the battlefeld, but the fact that many hundreds of thou sands of Canadians, South Africans, New Zealanders, and Australians have actual- Ly lived with as for four years. We have their point of view and they have ours.
The Empire is a human problem, and the touch of common knowledge and hamanity has been supplied. The sense- of real brotherhood has been strengthen- ed and will naver be destroyed..
This tendency has been reflected in our constitutional machinery. In the War Cabinet the Dominion Premiers have been as Sir Robert Borden demanded. called to our councils," and have had no small say in determining the policy of the Empire. The aim of every man should be to turn this temporary expedi ent intu a permanent policy.
In every administrative act you ought to think of the Dominions as your own friends and relations. The British Em- pire is not & Delian League. "We are free and equal members of one "communi- ty, and while we have no hostility to foreign and friendly nations, still we will give a preference in all things to our own family.
PREFERENCE.
Preference to other parts of the Empire) has now been adopted as the policy of the Government in fiscal matters, and I was delighted to read Mr. Bonar Law's lucid statement of the principle, which shows that it is a much wider thing than nay mere matter of tariffs. If there were! no tariffs at all, the principle of Prefer- ence would stil! hold good.
Every nation in the Empige ought) to settle its fiscal syster on its own! merits and then give a preference to the others.
There are many other ways of achieving the object Take enigration, and parti cularly emigration at the present day. We are the trustees for the lives which. have been offered to death on the battle- fields of Europe un behalf of the Empire. When it comes to emigration, ought not the Empire to have a preference? Our policy should aim at directing emigration into the right channels, first and foremost to the British Dominions; second, to the United States sa a great free community with ideals like our own; and, lastly, to other countries like the Argentine.
The Government and the Colonial, Office believe in strengthening our own Dominions, our own friends, and our own trade first
It is the same with every other ques tion. Whether you take shipping or cables, or wireless or finance, the aim of) the centre of the Empire ought to be to help the sister communities before it helps anyone else.
A committee of the Cabinet should be created to deal specially with Im perial issues and foreign policy for the Empire. The Prime Minister, the Secretary of State, for the Colonies, the Foreign Secretary, the India Secretary --and probably the Secretary of State for War and the First Lord of the Admiralty-would be ex-offiio members of such a committee.
Other Ministers could. attend the com- mittee when need arose. There would also be, no doubt, a committee of the Cabinet ou home afairs, while the whole Cabidet might as in the old days, meet to con sider any great issue which involved the fate of Government..
A GREAT STEP,
The Imperial Committee of the Cabinet should be open to the stavesmen of the Dominions as the War Cabinet has been.. That would be a great step forward or the road towards an imperial unity of which we all dream
The great point is that the representa"] tives of the Dominions should be two) contradictory things:-
(1) They must be permanently here sitting in the Imperial Committee of the Cabinet;
(2) They must be closely in touch with and representative of their own Domin
ions,
There is only one way to solve this puzzle. It is that, when the Prime Ministers of the Dominions cannot them. selves be here, they should bate promin. ent members of their Governments pre sent to take their places."
In the meantithe the Dominions must lend us each a statement of weight to help us to direct the common polity of the Empire as they have done during the
