From liable sources impurtant in- formation reuches me as to the circum stances attending the resignation of Gonerul von Winterfeldt from his post us chairman of the Gorman Armistice Commission. They were of such u cka. racter as to make this even one of the highest significance in its bearings, bot only on immediate happenings, but on Germany's wide policy towards the eventual peace settlement, for they ate concerned lay more with what is taking place at Paris than at Spa. It has been Stated that Winterfeldt resigned as a protest against Marshal Foch's extra guarantes in the occupation of the sector east of Strassburg. So far as

this goos, it is absolutely correct, but it does not go anything like far enough The German general left, not merely because objected to this demand, or even be its he says, of the whole general abitude of the Entente representatives, but because, in his view, and that of the influential circle be represents, the whole Armistice Commision ought to be disowned by Germany Before himself throwing in his hand he urged nothing Icas than that the German Government should formally declare it would have nothing more to do with the armistice proceedings, and would leave the Entente to take any measures it might think fit, even to the occupation of the whole country. There was therefore on this point a direct conflict of opinion between Winterfeldt and Erzberger, but in order properly to appreciate the position and it relation to Germany's probable policy when it comes to facing the Entente's peace conditions, nucessary to explain fully the limitations of that conflict and the point of view of the schools of thought each represents. ERZBERGER'S THICKERY,

Erzberger has taken the view from the beginning of the armistice that Germany's primary task is to convines the Entente of her goodwill and good intentions, and therefore be has consist ently arged that all the conditious im posed by Marahal Foch must be accepted and loyally carried out. This, he be lieves, is the only way which opens ap to Germany the possibility of some sort of peace of reconciliation. Behind thin. is a calculated policy founded or ideas which, for what they are worth, must be set forth. Erzberger, and those who think with him, quite apart from the genuineness or otherwise of the belief mentioned, are playing for time. They believe that with the passage of time, and an apparent concessionary German attitude at the Armistice Commission, there will grow in strength thos in- Quences in the Entente countries which áre in favour of conciliation. At the dame time they recognise that this policy may miscarry, and that, notwithstand- ing their attitude, the Entente will still impose what the German people would regard as too harsh conditions. this possibility they are prepared. Even so, they at least will have lost, no- thing and can still save their face. In this transition period they feel they can assent whatever armistice demands are made without being too much burden ed with the dissatisfaction of their own people, now preoccupied with cares for their everyday existence.

DEFIANT MILITARY, From the beginning the Conservatives have differed from this conception of the position and prospects, though there has been no public manifestation of their views, except in so far ne is partially dis alosed now by the resignation of Wintel feldt. What they have wanted for a long time past und what Winterfeldt' himself advocated last week, is a policy of non possumus." In Winterfeldig eyes the whole striving of Erzberger is idle and fruitless. In his opinion, the Entente will continually make frosh de mands, and become harder and less con- ciliatory the more Germany gives way Therefore he urged in effect, "Break off the armistice. Whatever else has changed in the German mentality since the revolution, they still retain their fatal disability for understanding the psychology of other untious.
