Had not seen it with my own eyes I could never have believed that such abject misery could exist in a city of wealth, with a population of close on 3,000,000.

Until everything Kulisfactorily pattled at the Peace Conference it looks as though Vienna must depend solely on the asistance of the Allies to anve her from absolute starvation and complete lack of fuel this winter.
I went to Vienna from the Italian
front by way of Innsbruck, a terribly slow journey of over thirty hours.
There is but one train a day, and the one that went by must have been quite # quarter of a mile in length. It was packed almost to suffocation from end to end.
Yet it was a quiet, well-behaved erowḍ of officers, soldiers and civilians, and although was the only Englishman on board and in khaki no one appeared to resent my being there.
Every compartment of the train was in a state of dilapidation. Very few bad glass in the windows, alt useful metal fittings bad been removed, and every vestige of upholstery and leather bad been torn off, while the filth and insanitary conditions were indescribable.
On the journey there was apparently no shortage of food at the station buffets, for those who could afford it. But the con- ditions in theso.sparsely populated coun- try districts are very different from those in the capital as I soon discovered.
Yet first impressions on arrival in Vienna conveyed little indication of the real state of affairs. As a matter of fact, there appeared to be the usual well-dress- ed continental railway station crowd.

There was a noticeable absence of traffic in the streets, but the few tramears were crowded to excess. The pavements were thronged with well-dressed people.
Officers with clanking. swords bwaggered about, and the smartness of the women reminded one of the Hue de la Paix in the height of the season. Wealth in far and costume was to be been on all sides.
In painful contrast to the throng, one passed, at frequent int maimed or blinded soldiers
begging. These men, in their field-grey uniforms and wearing the medals they had won in battle, were lined up against the shop fronts or lying prone on the pavement,
I have seen few things in the course of my varied experiences more poignant than this spectacle. The callousness that per permits such a state of affairs needs no comment. If ever there was an inochtive to Bolshevism it was here at hand.
