The Supreme War Council concluded a debate on the new armistice conditions, adopting the view that the new armiation terms should form a definite part of the peace treaty. The attendance included Marshal

Fuch. Field Marshal Sir Douglas Haig, Marshal Pétain, General Pershing, End General Dinz New armistice terms, of a peremptors charac- ter, involving the destruction of mili tarism in Germany, were made. These

MARSHAL FOCH'S IMPORTANT SUGGESTION.

PARIS, February 14th.

A Havas message says:- With reference to the future safety of France, 1) important suggestion was made by Marshal Foch, that there should be no military establishment of any kind on the left bank of the Rhine, no munition factories, no conscription and no store of arms.

The French would like the League of Nations to maintain I permanent military General Staff empowered withi authority to call into instant action a great international military force for the frustration of any sudden German ag gression.

North Russia, the position at Murmansk and Archangel is unchanged. It is reported that the Bolsheviks aro massing troops bers, that their numbers have been more than doubled since the beginning of the year, but that there are no signs of an ambitious offensive at pre-

sent.

On the eastern front, the Siberian army is extending its right wing northwards from Teherdia to stremmsko, where there has been fighting. A Siberian counter-offensive further south continues Batisfactorily.

The whole of the Stavropol province is now cleared of Bolsheviks who are hold- ing the front, their left flank resting on the Caspian.

The defeated Bolsheviks ero in a most uncomfortable situation, owing to bad communications, and more important, auccesses of the volunteer army are anti- cipated.

The Don army has had extremely heavy fighting during the past week along the whole front from Tsaritsin to Mariopol, and it has to be admitted that the Bol sheviks generally had the best of it, chiefly owing to the demoralised state of the Cossacke
