Thus the German-Austrian Council at Vienna bas issued a proclamation to the garrison, also to the soldiers at the front, promising the immediate conclusion of peace and a speedy, demobilisation, and arging them to refrain from excesses.

Representatives of the Council visited the barracks to negotiate with the soldiers regarding the formation of a German Austrian Army.
