Acting Superintenden

A PERSONAL EXPLANATION. [BY MAY.-GEN. SIN, F. § MAURICE, LCM.0]

The Editor of The Daily Chronicle has naked me to become his Military Corres pondent, and I have recopted his offer The Daily Chronicle has generously re- cognised that I acted as I did (in explog- ing the terminological inexactitudes of Mr. Lloyd George) with a deep sense of the gravity of the step I took, because I contrived it to be my duty. I was not, ns has been stated, a disgruntled soldier turned out of a job. I had been, pro- mised, and was about to tak up, im- portant employment in France, which of all things I most desired, and I think I may say without vanity that I had a promising career before me. That is all behind me and I have left a service I love. I have therefore made a very real sacrifur, I hope not in vain

I do not intend to indulge in any re- criminations, my sole ohjeet will be co help my readers to get on with the war. If in the future I have occasion to be critical my criticism will be constructive.

CARE NOT HEARD,

I appealed to Parliament to order an inquire into the statements I had made I failed in my appeal, and my case has not been heard. The explanatinna”- re- ferred to in the oficial notice of my re tirement had reference only to the brench of discipline to which I, of course, plead. ed guilty. I have paid the penalty for that breach of discipline which with very deen regret I felt myself bound to com mit, and there is nothing more to be said. After the short personal explanation which follows I do not intend to re-open the question unless and until I am asked authoritatively to do so. Obviously a newspaper controversy as to the correct- nees of the facts stated in my letter of May 0th, which 1 was, and am, prepared to substantiate before a tribunal appoint ed by Parliament is impossible, as proof depends upon the production of confid ential information, an

PRESENT AT VERSAILLES!

icel, however that I owe my readers u word of explanation on two comments which the Prime Minister made on my conduct, and these I can answer without disclosing secrets. The first is as to my -presence at Versailles at the ession in which the question of the taking over the line was discussed. I accompanied the British representatives to Versailles, and I was present at the first meeting of this session of the Supreme Was Council.

During the meetings held after the first I was in a corridor outside the council chamber, and, in the intervals between the meetings, was engaged on work in connection with the questions under examination. I hold, therefore, that my statement that I was at Versailles at the time is justified. As to the second point, the Prime Minister asked why I did not make any criticisms of Ministerial state- ments either to him or to my chief, the Chief of the Imperial Staff, while I was in office sy

NOT IN THE HOUSE OF COMMONE The Prime Minister made his spcecli on April 9th. I was ant as has been stated in the House on that.. oecesion, The day on which the Prime Minister spoke was also the day on which the eneiny's attack in Flanders began. --Be

handed over my work to my successor, I was very much occupied with my duties, and was part of the time in France. I had no leisure to do more than glance at the Prime Minister's speech. I did notice the statement about the forces in Egypt and in Palestine, but that did not scen to me by itself, to warrant my calling- attention to it at a time when everyone. was very much occupied with other mat- tors loft the War Office on April 20th on leave, and then for the first time read the full report of the speech

While I was on leave I heard of Mr. Bonar Law's answers to questions in the House on April 23rd, I returned to London on April 29th, by arrangemont, to make my official farewells at the War Office, and afterwards saw the Hansard report for April gard. It was then, April 29th, and not till then, thai I- Formed the definite opinion that Mr. Bonar Law's replies and those statements of the Prime Minister's which I have questioned, taken together, put upon the soldiers responsibility which in my judg ment should be borne by Ministers, and it appeared to me it matter of urgency to correct that impression

As the Prime Minister indicated in his speech of May 9th (Hansard, Vol. 105, p. 2,148, line 1, et seq.), I wrote the next day, April 30th, after I had left office, to my late chief, the Chief of the Imperial Staff, poointing out that the statements which I quoted in any letter of May 6th were incorrect. I had not made up my mind before the that action, on my part was necessary. I waited for a reply until May 6th before Hending my letter to tho Press, and that I conceived to be as long as I could wait, because I had been warn. ed to expect orders to go to France on or after May 10th and I did not wish to make such charges on the eve of leaving the country

As suggestions have been made that I was working in concert or collusion with other soldiers, or with opponents of the Government in Parliament or in the Press, I wish to add that I acted entirely alone and that the responsibility for what I did is mine alone. Nothing was further from my mind than to serve any partisan political purpose.
