The Constitutionalists in the Republie of Chima realize deeply the duty of ther nation towards those Powers who are now struggling for humanity and against militarism during and after the war, bit, at the same time, they cannot see how their nation is able to develop her im mense resources for the reconstruction of herself and those who will be seriously affected by the present suffering in

The Constitutionalists frmly believe that no nution can longer be governed by autocratie militarism, but that greater opportunity to the people freely to express their will and exercise their power is necessary. «LITTLE BOY KIDNAPPED.
DISCOVERED IN AN UNOCCUPIED HOUSE AT KOWLOON.
At the Hongkong Magistracy, yester day, threo Chinese were charged, on re- mand, before Mr. E. D. C. Wolfo, with kidnapping a little boy from the care of
his parents and keeping him as a prisoner in an unoccupied house in Kowloon City.
Defendants accused each other of the offence.
Inspector Davitt stated that the threa men lived for about twenty days in Square Street, Hongkong, and on the 30th of March they left without giving notice Immediately after their dia appearance, the little son of the principal tenant of the tenement was found to be missing and no trace of him could bo found. The parenta

to the Police, who sent out detectives to make enquiries, sad on April 2nd, it was learned that a little boy was being kept a prisoner in an unoccupied European house at Kowloon City (which Witness believed, had been occupied by n ̈ Mr. Summers, of the Kowloon Dockyard). Investigations lal to the recovery of the child, who was discovered in a room along with the firef, defendant. The second do- fendant was in another room having chow with the third and with another man who was subsequently discharged, as there was no evidence against him. The third defendant was a native of Kowloon City and appeared to be innocent of the crime. The Inspector, therefore, asked for permission to withdraw the charge against him, and said that, if the Magis trate wished it, he would introduce the man as a witness in the case.
