JUDGING from the replies made by the Minister of Foreign Affairs in the

Japanese Diet, the Japanese Government is resolved to move very circumspectly in the matter of the expedition to Siberia. It is difficult to tell whether the first sug- gestion

as to the expedition came from Japan or from her Allies. Some of the telegrams from abroad seem to suggest that Japan first mooted the proposal. In Japan on the other hand, the statements made on the mattor in the Diet and the articles in the Press indicate that it emanated from abroad.
