Japanese Diet, the Japanese Government is resolved to move very circumspectly in the matter of the expedition to Siberia. It is difficult to tell whether the first sug- gestion

In Japan on the other hand, the statements made on the mattor in the Diet and the articles in the Press indicate that it emanated from abroad.
