While last week the Pope was cxhort- ing the belligerents to become brothers again, the incorrigible. Huns burned the catheilral of St. Quentin as a kind of. fraternal footnote to the appeal of his Holiness. Their act typifies the hollow nockery of the present peace intrigue.
The Pope talks of “complete and recipe rocal condonation," We repudiate the suggestion that any of our acts of war require to be condoned. We decline to condone foul deeds like the wholesale murder of the 38 semen of the lyian Prince, who were drowned from the deck. of a German submarine Such monstrous erines need arraignment, not · coscana- tion.
Never once has the Pope raised his voice in protest against the countless et acts which strain the name of Germany to long as history endures. Proud of his," ab- solute impartiality," he has watched the horrors of the enslavement of Blgium without attering org word of reproach. To-day he speaks to us with the voice of: Austria and the voice of Germany. We

Mr. Wells' submits three leading points about this pence business."" on which he says, we ought to question our selves. The Srst point relates to the pro blem of tropical Africa, which he wishes to place under "some supre inter- national control" in which Germany is to share. Mr. Wells is no interested in the future that he often forgets the past, He has forgotten that very much the same idea about Africa has been tried twice before and has failed.
An international movement for the exploration and civilisation of Central Africa was initiated at Brussels in 1876. Six Great Powers and Belgium were represented, but the international character of the scheme collapsed at once. The thing degenerated into a seramble. The next occasion was the Berlin Confer ence of 1884-85, in which every European nation and the United States participat ed. · · The Conference marked out a great belt of tropical Africa from sea to sed; and did ery much what Mr. Wells wants. There was to be freedon of trule for all nations, free navigation of the rivers, no exclusive privileges to companies or private persons, and the rest of it. Most of these provisions remained a dead! letter, for practical experience shows that you cannot administer Afries on ад international basis. We learned that in

Zanzibar disguised as a mechanic, having travelled as a deck passenger, A fort night after the Conference for Peters was back in Berlin with treaties" giving Germany rights over 80,000 squaré iniles of territory. That was the origin of Liermus East Africs, and we know what sort of free trade and navigation other nations have had in that Colony. The word internationalism" has to mean- ing for Germany, and never will have.
The same considerations apply to Mr. Wells' second point, which advocates in- ternational control of police and transit and trade" in Asiatic Turkey. What ever, utay be the right way out, that is not a praction] solution. It simply will not work In his third point he depicts the Allies as uttering economic threats to an alarmed and anxious Germany, His picture is strangely distorted. I com- mend to his attention the furtive meetings of the Mittel-Europa" people which are repeatedly being held at Vienna just
now.
I prefer Mr. Britling's earlier manner. He was nearer the truth when he wrote
Long before this killing began Germany was making war upon land and sea, launching warships, building strategic railways, setting up a rast establishment of war material, threaten. ing all the world to keep pace with her threats
(Continued at foot of next Column.)
Despite for brave slow, I believe the downfall of Germany is nearer than it rems. if only the Allies maintain their fortitude during the coming winter. And if Mr. Brilling breaks from the van and grows faint by the wayside, thien we must leave him to his emotions and see it through without him.
