KINDLER SAID TO BE IMPLICATED. At the time that various passport cases received the attention of different courts in Shanghai it was commonly reported (says the N- Daily News) that thereTaikoo Club was a regular passport factory in opera tion in Hongkow for the fabrication of forged passports, which were produced in an astonishingly perfect manner. It now appears that the men believed to have been engaged in this undertaking have been occupying the attention of the police for some time since, and, as a result of their investigations, four Chinese are now in custody, and one Austrian, Dr. Kindler, in custody on a charge arising out of the raid on the Austrian. Consulate General, is. implicated.

Detective-Sergeant Givens opposed bail, first of all on general principles and secondly because the accused might run Away.
Mr. Hadley replied that it was b possible for the police to prove the charge which they had laid against his client. The features of the shipping control regulations have been decided by the Cabines (says Reuter's correspondent at Tokio) and have now been referred to the Privy Council. They are:-
(1)--Ships registered with the Imperial Japaneis Government shall not be trans ferred, chartered or mortgaged without the permission of the Government: ship yards within the dominion of the Empire shall be prohibited to build vessels for owners who are not qualified to have their vessels registered with the Imperial Japanese Government without the per mision of the Government,
(Buch ship-building firms shall not be allowed, without the permission of the Government, to receive orders for ships from a party who is not qualified to register them with the Imperial Japanese Government.
(3.)Vessels registered with the Govern ment shall not be allowed to run exclu sively between foreign ports without per
