General Chang Yao-chiu is the Com- mander of the 7th Division. One division consists of twelve thousand soldiers. His troops were sent to Szechwan by the late President Yuan Shih-kai to fight the revolutionists during the first monarchical movement, and they were badly beaten on account of their ignoranos of the geogra phical conditions in the province.

General Lo Pei-chio has under his com maad 15,000 men, most of whom are natives of Yunnan and Kweichos. They are good mountain climbers, and will be useful in the Alpine region. Properly commanded and well supplied with mani tions, they can easily prove themselves good fightera.

General Lung Chi-kwong has about thirty thousand soldiers in hie Island Empire, Chiungchow, Kwauglung. As Governor of Kwangtung, he used to com- mand more than eighty yings. When ho was exiled to the Chinese St. Helens, be left a considerable number of troops with the then Civil Governor, Mr. Chu Ching- || lan. However, he still has sufficient forces to be immune from any attack by his jealous associates. It is these troops whom he offers to lead to Europe.

General Ku Ping chin, a. Yunnan divi- sional commander, has also offered his troops to the Government in case it should decide to send a force abroad. In his telegram to the Government he states that unless China actually participates in the War, the recent war proclamation, which he thoroughly endorsed, has little or no significance. He points out that. Chinese may not be good fighters, but it is certain that they can be expected to do their level best if they are given a chance to be sent to the fighting fronts.

The Prime Minister bas sent telegraphic replies to each of these Generals, thanking them for their patriotism and their will ingness to improve the position of China among the nations of the world. Should the Government ever decide to send troops to Europe, he stated, their offers would be considered, and their services enlisted,
