The distribution of $30,000 among some: fifty senior members of the local Civil Service has not unnaturally given rise to a great deal of adverse comment.

one, of course, begrudges our oficial classes a fair monetary return for their services, and it will probably be admitted that, while some of them are overpaid, others are as certainly underpaid. The system of doles, however, is open several objections. It is, for example, undignified; it is liable to be misunder stood; and it makes it difficult, if not impossible, for the public, who are the paymasters, to ascertain what remunera- tion is, in fact, boing, paid. Thus, if a man's salary is sel down`at, sny, £700 & year it has to be remembered that he draws 80 per cent, at the rate of 15, 9d. to the dollar; that be muy recive various additions such as duty pay and travelling allowance: that be cod his family caur obtain treatment at the hos pitel at reduced fees; that be can buy his cal cheaper than the general public; that he ena rent a telephone at reduced rates; and, above all that the future of himself and his family is always secure, This last is worth a great deal, for it removes the fear that presses heavily upon mod tren of learing wife and children unprovided for, and reituces the necessity for making provision for ill-health or old age.

The present system reminds me of the criticism which I once heard the citizen

Government under which he lived.

"In England," he said, you know just how much your monarchy costs you; here we never know how much our President is eoxting us," The proper course is to pay an adequate salary and then leave Government servants to manage like the rest of us. In that way the Government

CHASE ON THE ROOF.

In the small hours of Monday morning., n Chinese coolic managed to make his way: into 44, Wing On Street, by evading the viligance of a fuki. The intruder soon became busy, his first act being to cut off safe keys which were around the waist of a sleeping foki. However, this fabi

This brought other. fakis on the seene, but so soon as they arrived the stranger held them up with, an automatic pistol, at the same time; calling upon the fokir to lead him to the roof. This they did. under threat of making his way to the roof he was wearing sudden death. When the intruder was

Despite the fact that he was only armed with a baton, the lukong made his way to the roof, and after wandering about the tops of several houses for some time he ente across the man crouching behind a chimney. The tukang gallantly manœuvred for position and succeeded in getting in the first blow, right on top of the man's head, with a baton. He was taking no chances with a man with a repeating revolver, und landed a second time with that haton, and the house-enterer rolled over. It was

gives most to those who need assistance least. Nobody who endeavours to econo- mise by living at a hotel or boarding house, or by taking in a paying guest, is eligible to receive any benefit. On the other hand, the bigger a man's salary the more generous his rent allowance. For the purposes of determining the amount payable the officials are, I believe, graded into three ofnasce and each is entitled to claim the difference between the very amiest sum which he is assumed to be able to afford for rent and the amount which experience shows that he may reasonably be expected to pay. Thus one may be catitled to the difference between, say, $40 a month and $125 and another to the difference between 875 and 3200. Moreover, in the case of ammo owning the house he occupies the taxes which ho
