A considerable development has taken place in the sugar industry of Japan. In Formosat,

Now as regards German efforts on the. other side. As we said three days ago there remains no practical doubt that Chang Haun was also in receipt of Ger man money. For the moment it is im possible to obtain the exact facts and figures, but that the Germans were at the back of the monarchical restoration is morally certain. Had the monarchy succeeded, there is no doubt that an excuse would have been found for can celling the rupture of relations with Germany. This, is we pointed out on Monday, was the reason why Herr Kipping and Mr. Schirmer so con veniently fell ill, which they ought to have left by the Prinzes Juliana ten days ago. It may be pointed out that the position of the German Consul-General in Shang hai is unique in the consular body. Un like the other Censais, he is in no way responsible to the German Minister in Peking, but deals directly with the For- eign Office in Berlin Consequently, the monarchical plot had come off and the rupture of relationships beru oan At an Examination in Home Nursing celled, Herr Kaipping would have been (Junior) held recently, the following in a position to go up to Peking at once candidates from the French Convent were as acting Minister.
