THE GOOD NEWS FROM RUSSIA,

The news of the successful resumption of the Russian offensive has cheered the Allies in a way which, perhaps nothing" else could have done at this particular juncture. It is scarcely too much to say that it has changed the whole complexion of the military situation. Already a notable success has been achieved in Galicia, and now we hear that the armies are springing into activity along the whole of the line. It may take a month For more before the offensive develops its full strength, but its effect upon the other fronts will be immediate and, if it is continued, as there seems every reason now to believe that it will be, the conse quences should prove disastrous to the Contral European Powers. It has been an open secret for months past that Ger- many has depleted her forces on the Eastern Front, so the utmost in order to provide the men necessary to withstand the unceasing attacks made by the Allied armies upon the line which she holds so It is incon- precariously in France, coivable that she can replace those men without incurring a grave risk that the Anglo-French offensive may breaks through. The Austrians cannot be relied upon in an extremity. There has been
