Herr vou Zimmerman concluded a detailed statement of the position ng re- gards the United States by asserting his firm confidence that Germany would attain her sinus by the employment of submarines.
Admiral von Capelle said the Navy's expectations of ruthless submarining had been surpassed. He accused the British Press, at the instigation of the Govern mont, of concealing the extent of the sink- ings He admitted that this made difficulty to give definite figures, but although a number of submarines had not yet returned, there was no reason to zamk that a single submarine nad been lost ances the 1st instant.
