There was a fatal Chinese case of plague in Hongkong during the week ending December 30th. During 1916 there have been 38 cases of plague in the Colony, 37 of which proved fatal. Seven of these cases were imported, and one was a caso other than Asiatic.

in so viewing it, it is not improbable that it will prove in the end more harm- ful than good. Serious maladies require sharp remedies, and there are where, as a last resort, the ill-or-cure method must be employed. CHINA AND JAPAN. THERE are indications of a change in Japan's policy towards China. Recently one of the must influential papers a Japan, the Jiji, has been criticising sharply the attitude of the Government towards China on the ground that it tends to alienate the Chinese, and at the same time damage Japan. Some inde- pendent thinkers among the Japanese, also, have lately been expressing similar views. Thus we find Baron KANEKO, in recent interview, disapproving, of Japan's China policy-saying, in fact, bluntly that Japan's treatment of China has not been good. Count TERAUCHI, the Premier, has himself declared that, in future, efforts will be made to bring about better relations between the two countries.
