THE OUTLOOK.

Frankly, the outlook this week is better than it has born for many mile, Parliament is still busying itself with interpellations of Ministers, who have failed to seek its approval before t

taking certain action, or with impeachments, but as there is nothing unusual in this ten anot be regarded as worsening the situation politically. As a matter of fact, if there is to be any radical change in the administration, such as I histed in rey last letter, it will be largely ccasioned by this inability of the tyros who masquerade as Member of Parliament In other words, their hos tility to the administration as it is may afford the justification to those men of autocratic views who believe that China can meantime is governed only by stronger methods.

As I have remarked, the situation, in spite of Parliament, has been somewhat improved during the past few days.
