LONDON, December 2nd. The Local Government Board has cir- cularised the Military Tribunals that the Government has decided that every man under 26 is more valuablo to the forces than in civil employment, and therefore they must not be exempted unless engaged on work which is essentially of national importance. This policy does not, for the moment, apply to agriculture which is being specially considered, but the cir cular adds that the demand for eligible- men above 28 is so great that exemption is unjustified unless on the strongest grounds.

The Speaker now ruled an instruction to this effect out of order, and the House was not long in showing that it had no intention of going on with the Bill until it had decided who were to be placed. on the Register.
