BAD LIVERS.

Not only is the Liver the largest but one of the most important organs in the human body, and when deranged it becomes the source of endless suffering. When the Liver is clogged by the inactivity of the kidneys and bowels, it becomes torpid, and fails to filter the bile from the blood, thus producing biliousness and a general impairment of the digestive system. PATRIOTISM AMONG PRISONERS,

War and its effects on crime figure pro- minently in the report of the Prison Com- missioners for England and Wales (of whom Sir E, Ruggles-Brise is chairman) for the year ended March 31st last, which was issued a month ago. The following table shows the number of prisoners re- ceived under sentence:---"

These figures show a drop of 50,123 as compared with a year ago.

During the last ten years, says the report, there has been a great dirnu- tion, both in serious crime, tried on in- dictment, and in cases dealt with sum amily, relatively to the population. The total per 100,000 of the population was 580 in 1904-1905 In 1914-1015 it had fallen to 281, while for the past year is is estimated at 150 only.

ONUSES OF DECREASE

The local prison population, which at the outbreak of war in August, 1914, was 12,580 (11,531 males and 2,040 females); had fallen on March 31st last to 6,800 (5,381 males and 1,575 females). The three main causes which seem to liave con- tributed to this great decrease are, ne cording to the Commissioners:

(1) The enlistment of many habi dual petty offenders.

(2) The Restrictive Orders issued by the Central Control Board (Liquor. Traffic) and those made by the justices and by the military authorities.

(3)-The great demand for labour, rendering employment easy and well paid, and resulting in ability to pay fines, this latter being greatly aided by the operation of Section 1 of the Criminal Justice Administration Act, 1014.

One of the notable effects of the war on the prison population," states the report, has been that the receptions are now for the most part confined to the phy- sically and mentally weak. The general standard of physique is now much in- ferior to that of prisoners admitted into prison in normal times, while the percent- age of strong, able-bodied men is com paratively small There is every reason fu believe that the country's call for men appealed as strongly to the criminal as to other classes, and if it had been possible to place under scrutiny every case admitted: into prison within military ago, there is little doubt but that the vast majority of cases would have been found to be phy sically unfit A young burglar, one of BRITISH TO THE gang of five, told the chaplain of a London prison that his four pals had BACKBONE

enlisted two had been killed, and two others wounded. He said he meant to go and do his bit as soon as he got out of prison-a promise which he faithfully observed.

Commitments for drunkenness during the year fell 48 per cent, but no conclu- sim, it is said, can be drawn from this as to the diminution of drunkenness owing to the very remarkable effect of the Criminal Justice Administration Act in allowing time to pay the fine. In all cases, dealt with by fine at summary courts, the percentage which comes prison at the present tine is less than. five. An illustration of the operation of the Act is furnished from Birmingham prison. In 1015 12,487 fines were imposed by the summary courts, but only 417, or 3.3 per cent., of the prisoners served the whole sentence.

In the case of females, the number re- ceived after conviction of neglect of child- ren increased from 610 to 885, brothel keeping from 338 to 344, offences against the Education Acts from 91 to 134. An inquiry by a lady inspector with view to ascertaining the effect of the war upon female prisoners committed for the offence of drunkenness substantiated other observations that a falling prison population is contributing more convic tions per annum than was the case before the war.
