A UNIONIST VIEW,
In view of Mr. Redmond's speech in the House of Coinmons on the subject of the Government of Ireland-reported in our cable columns yesterday the follow ing lotter addressed to The Times by Lord Salisbury last month, is peculiarly interesting:
Bir-In the midst of the vital and absorbing, interest of the war there is a natural hesitation to revert to the eternal Irish question, but it has got to be dealt with some time, and therefore I have read with attention the articles you have been publishing upon the present condition of public feeling in Ireland. It is not a very satisfactory account that you give But your correspondent does well to give full weight to any improvement in the bitter press which divides opinion there. Many rust re-echo bis evident wish to find some issue to the Trish question, and even if we disapprove of Home Rule on Imperial grounds we cannot help sym pathizing with those who are looking for some workable scheme of Irish self- government which shall be subordinate to the Imperial Parliament, and at the same time shall satisfy Irish national aspirations. Unfortunately that seems to be impossible. Any illusion on this head. would be dangerous. Perhaps, then, it would not be out of place to restate in two or three sentences the well-known difficulties.
First there is the question of Ulster. As your correspondent shows, Ulster very properly will not subhit to be governed by the rest of Ireland. On the other hand, the rest of Ireland will accept nothing which do not include Ulster. This is not the only difficulty in the way of Home Rule, but so long as it continues it is evidently conclusive.
Secondly, even if this could be gol over, Irish opinion is not really ready that their self-government should be subor- dinate. Take, for example, the question of armed forces. A subordinate Irish Parliament should have no use for armed forces. But who can doubt after recent history, whatever the Home Rele Act says or any other Home Rule Act says, that the new Irish Government could and would have armed forces fully equipped I need not dwell upon the Imperial signi
cance of this consequence.
And, thirdly, the Irish Parlament can- not even be given control over strictly Irish affairs. A man cannot be indepen dent on other people's money. Neither can a country, unless it is a conqueror. I need not say that the Home Rule Act recognizes this disability, and with it must contemplate an endless source of friction between the Imperial and the Trish Parliaments. Take the last two difficulties together and consider the picture of perpetual friction between two Governments each ariaed, We could, of course, re-conquer Ireland, but we shall not. All that will be presented to us will be a long vistn of disputes, struggles, and concessions. It is by reason of these difficulties that all analogies with other examples of self-government within the Empire are inapplicable. And these diff eltics appear to be fatal.
But even so they are not the only diff culties. There is the continuance of the Trish members at Westminster, either 80 o 40 strong the difference is only one of degren. I need not further describe the familiar dilemma. Its bearing is well-known. From a British point of view the situation would be intolerable. And therefore every oue, whatever their opinion on the main issue may be, is in- evitably driven to the logical conclusion that if there be Home Rule at all it must be Home Rule all round. And we are to agree that because of the aspirations of Ireland the constitution of the other parts -including the more important parts of Great Britain is to be revolutionized. I know there is a feeling in certain sections of opinion in Scotland and Wales, and even in England, in favour of separate! Parliaments. But I inney those who profess this view have scarcely thought at the consequences. Should we, for example, be prepared for differing per- taps inconsistent-Labour legislation in the several parts of Great Britain? I dan conceive no greater source of heart burning. And I need not say that if Labour legislation is removed from the éognizance of the local Parliaments the phole system would be ridiculous.
I
have not mentioned the loyalist minority in the South and West, though we are bound in honour to then-a soal! unsideration, apparently. Neither will. elaborate the strategic risk in a future war of an unfriendly Nationalist Cov erument. I content myself with what I have said.
Unless, then, Home Rule all round is to follow, Home Rule in Ireland would dot be fair. Unless Ireland can pay ber awn way Home Rule would not be work

These are the considerations which some of us have studied for 30 years and which. have made us Unionists. Unless the House of Commons is changed by the war it certainly appears to be un able to get through its work, and it may be practicable to devolve legislation on certain topics to local bodies with great public advantage. These bodies may re present larger areas than our existing counties. All that is possible and may be very reasonable. But do not let us pretend that they will be national that la exactly what they ought not to be-or we Bro at ongs up against the difficulties to which I have ventured once more to call attention. In the meantime let us complete the Unionist agrarian policy, to the healing effects of which your corres Dandent beare testimony, and let us re- member that in Unionist hands the Union has been a conspicuous success.
