Mr. Pollock was disentis. fied as he had every reason to be with the reply furnished to his interrogatory, on the subject of the stock of drugs, dia- infectants, etc. The bon member made it quite clear that he wanted to know. whether that stock had been reduced below. the usual standard before the war broko out, but the only information vouchsafed to him was a string of figures giving the annual expenditure for some years past, Now it must be obvious to the meanest intelligence that, even if prices remained. unchanged, the fluctuations 20 change might mean 2 considerablo- difference in the purchasing power of the same number of dollars. There is, bow- ever, a further factor to bo considered, which has an equally important bear-

and in a currency which they understand, there are others, including many British residents in the Celony and the Treaty Ports, who will favour the Exchequer Bonds because the exchange value of the dollar is high now and may be low when the loans come to be repaid. No ques tion of patriotism is at stake, because the money will be employed for the same purpose in both cases. We do not, of course, overlook the fact that the money subscribed in Hongkony will be a gift BRANDY from the Colony to the Mother Country, whereas that invested in Exchequer Bonds is merely a loan. This consideration is not likely, however, to weigh very heavily with the investor, and the consequence may be that our local loan will be quoted at a discount. For this reason, it seems to us, the Government would be well advised to add to its attractiveness by extending the term of the loan, say, to ten years certain, or, as an alternative, to allow the money to veing on the matter, and that is the increase main, if desired, for the full term at a August of 1914.
