Of course, the difliculty of the position
is that the Cabinet is really not respion- sible to Parliament." All that the latter can do is to impeach Ministers, and for an impeachment to succeed there must be solid reasons and sufficient evidence. However, it is reported that a working arrangement has been reached whereby the Persident is informed of the agenda of Cabinet meetings and of the decisions taken, whereby the Ministers meet the President once a week to discuss matters and to dine with him, and whereby docu- ments submitted to the President for wal must first be signed and counter-signed by the Ministera concerned. It must be borne in mind in considering a question like the one which has arisen that the present desire in certain circles to cum serve the Presidential powers is due to a fear of the strong personality of the Premier. The President enn be easily handled. Not so the Prunier. If the depreciation in the notes of the two Government banks be any indication, the financial situation cannot be describ ed as better sing last I wrote: The Bank of China notes, which stood at a slightly higher figure than those of the Bank of Communication, are not now regarded as being more valuable.
