but if it can be shown that the Bill will offect a saving in artificial light of over three million pounds a year, as was estimated by Mr. W. WILLETT, the pro- nover of the Bill of 1900, there is little doubt that it will speedily find its place on the Statute, Book. The Bill is being introduced by Sir HENRY NORMAN, and he has the support of various Chambers of Commerce, and all the great Railway Companies, the majority of whom have always regarded the proposed change.

upon an appointed day in the Spring, and that Greenwich time will be resorted to in Great Britain and Dublin time in Ireland by a counter motion upon a cer- tain day in the Autumn. The result of this change would be that for a period of 154 days or thereabouts during the summer season sixty minutes more sun fight in the evening of each day would be available to the workers of Great Britain and Ireland. The hours of rest and recreation would not be curtailed, for the day would both start and end. an hour earlier than hitherto. The clock, however, would gave no indication ol the fact and therein lies the charm. The idea las engaged the attention of several of our Colonies, and in the cities of Fort William and Port Arthur, Ontariu, the principle of the Bill has been ja opera- tion for several years. THE DAYLIGHT SAVING BILL.

THE Daylight Saving Bill was down for discussion in the House of Commons yesterday, and if it be approved it will come into operation on the 14th of this month. Thus 2 reform which has been Terrace, arged for several years seems likely to

be carried in a few days. The first mea sure dealing with this subject was intro duced into the House of Commons in 109, and was referred to a Select Committee, who reported in its favour. They recon- mended, in place of four changes if minutes each, putting the clock

forward one hour on the third Sunday in April and back ard on the third Sunday in September. With this amendment the Bill was rein |troduced in the following year, and pass- ed its second reading by 130 votes to 94, whereupon another Select Committee was Appointed to hear evidence from certain interests which asserted that they would":
