are consumers, the extraordinary profits which they are now "making for exceed any extra disbursements they may have to make. They can hardly be blamed for following the economie law of supply and demand, although it must be remembered that the sudden disproportion between the supply and demand, in the case of shipping does not arise from natural conditions, but has been brought about by the ab- normal circumstances arising out of the war. It would, therefore, not be any undue interference with economic activity if the British Government were to stop in BRANDY and endeavour to regulate the froight rates.

That froight rates should be reduced to the level obtaining before the war is, of course, impossible. We have frankly to acknowledge that there are not enough British ships in commercial employment to cope with the trade, and that the shipping companies are entitled to extra profit sn those still running. But beyond a certain point all extra profit is to the detriment, not to the advantage, of Great Britain. It means not only that too much money is Being accumulated in certain hands, but that additional British money is being paid abroad for carrying goods, The raising of

Great care is being taken of the Govern ment dredger, St. Enoch, which has been a most exponsive addition to Governmental properties. After stating that the dredger will, until further notice, be dredging an arca extending to 300 yards south of the Star Forry pier at Kowloon, a Gazette notice adde:-"All craft are warned to- pass outside 100 yards from this vessel, and all steamers must ease their engines to slow when passing within 300 yards of her."

British freight-rates is recompanied by the mising of the freight rates of the mercan- tile marine of other countries, and, Britain is now compelled to seek the assist. ance of other countries in carrying her goods, she is really bloeding herself. If in place of imposing a war-profits, tox the British Government, were to devise means to keep freight 1ates in check, it would not, it is true, enablo 'the vessels to carry mor, goods but it would protect the con- sumer and do something to prevent the carrying trade from passing from British hands when the war is at an end. Profits will declino rapidly, when normal condi- tions are restored; indeed, with the extra tonnage in service there will probably be something of a slump in the shipping trade. But the neutral countries which bave been engaged in shipbuilding during the war are not likely to drop all activity
