AN ALLEGED OPIUM

CONSPIRACY.

REMARKABLE STORY TOLD AT APPEAL COURT, BOGUS COMPANIES AND DCGUS SALES.

Is the course of his address in the Hne Hing appeal case at the Court of Appeal yesterday, Mr. Sharp made some remark able allegations regarding alleged bagus companies created for the purpose of há Company by conspiracy to defraud two of its own directors on a rising opium market.

Mr. Sharp gave it as his opinion that the Chief Justice, in his judgment. treated. the ca as though it was a criminal charge, awl, that being so, he was of the opinion that the case should be proved up to the hilt. That was manifest from the judgment; and it was so. The broadest outline of the case for the Company was this. In May, 1911, there was in arrange. | mont made between the Indinn Gov

Mr. Hughes, the Prime Minister, who follows:

He had notified every company; incorporat- (Mr. J. Anderson) regarding the failure

naturalised or not. The Staff and Departments, it was decided that their offer to give the points to the Staff and Departments bo-necopted, Tho circumstances were regarded as somewhat exteranting, and no 6ng was imposed,

A number of 'race-week fixtures which should have been played but did not come off from various cases were ordered to be replayed. The Shropshire Reserves turned up at the prescribed time to play the Diocesan School; but the latter failed to put in an appearance.

Mr. Archic explained that at the last moment the team found themselves unable to play. It was understood that the Shrop-

The Hongkong University asked leave to withdraw from the League owing to pressure of duties, and it was decided that the Secretary call their attention to Rule 10.

The Hon. Secretary and Treasurer said there would be an amount of over $150 available for the provision of medals, and it was decided that 860 be voted for madals for the winners of the Senior Division, 850 for the winners and $30 for the runners-up of the Second Division,

The Hon. Secretary mentioned that they would shortly be losing the very valuable services of their Vice-President (Mr. Vivensh), who was leaving before the end of the month for Home: to join up for active service. Mr. Pennell said that Mr. Viveash was one of the fow civilians who took a really keen interest in football organisation in Hongkong, and his place would be extremely difficult to fill. They aly hoped he would come through safely, and that they would once again find him back amongst them when the war was over. It was decided that the League's apprecia. tion of Mr. Vivensh's services be put on record in the minute-book,

Mr. Vivensh briefly replied,

The Hon. Secretary mentioned that by would be glad to receive the monies due from various Clubs for the Association Handbook.

it vas naily determined, in 1917. The ex-shires desired to play the match, and it port of opium was to be gradually reduced will accordingly be re-arranged. to a point of expiration in 1917. On April 26th, 1912, the Hug Hing Company was incorporated to do business in opius. In Jasuary 1913, the Indian Government announced that from May 1st, 1913, the export would totally stop. Since then not a single che had been exported, so far as it was possible to know. As a conse quence of that order, as everyone in busbess knew, there was a great advance in the price of opium. At that time. May, 1913, the price of opium stood at $2.50 per chest, and at the beginning of the following year it had risen to somewhere in the neighbourhood of $10,000 per chest/ Then their case came to this, that they alleged an arrangement of conspiracy, as they put it, between two of the Company's directors to get the opium held by the Company into their own hands, or into their own private firms. One of these men was Lee Hy Son, or the Sing Fat Yuen firm, and the other was Ma Choo Lung, or Their case, also, was the Po Yuen firm.

int this conspiracy was most successfully carried out. The conspiracy commenced in March, 1813, when the two men proposed a scheme to one whom he would call Koo, the director on the viher side, The two conspirators, according ta Kon's' atidavits, pointed out to him that the price of opium must go up, and they made a proposition whereby they should get hold of the opium, passing it into their private Grms. At that time "Kọn " was in possession-he (Mr. Sharp) could not say how-of a sum of $100.000, which stood in his own name in the International Bank. Thas $100,000 was very important -data, which their lordships would realise before they came to the end of the drama. The two conspirators asked "Koo" to wake the $100,000 available for the par- poso of financing the conspiracy. They proposed, in order to lend an ear of good faith to their methods, to pass that opium which the Company had purchased to bogus firms, whose names would be entered in the Company's books. That was to say, they were to carry out the whole scheme by sales" of opium which were geally bogus eales as the Chief Justice went go far is to say, they were gravely auspicious sales-to

Koo" refused to be a party to the con. spicacy, as was shown by his affidavits. There were eight directors in the Hue Hing, and "Lee" and "Ma" were two of them. What these directors in the Hu tively did was another matter; some of them did nothing. Trouble arose, not, however, before bogus sales had accounted for 98 chests of opium, and then came the A liquidator petition for winding up. was immediately appointed. and on the day be was appointed he went to the -offices of the Company, and his suspicions were at once aroused by the fact that when he carmenver to look for the books they
