DEARTH OF MERCHANT SHIPS.
THE dearth of shipping and the conve quent heavy increase in freight-rates have been engaging considerable attention lately in the Press and in Parliament, but, un- fortunately, without opening up any prospect of immediate improvement in the existing conditions. Many factors have contributed to the gradual depletion of British tonnage available for commercial purposes. The most important of the is, of course, the enormous demand made upon the mercantile marine by the War Office and the Admiralty. Immediately hostilities began, many vessels were requisi.
As regards applicants resident in the Provinces, they may send by post to this Ministry their applications, statements of their records, essays translations and may defer the submission of their diplomas or/and certificates until they come to Peking for the Examinations.
