On the other hand, there are toso who noticipate continued prosperity, as may be seen by the following speech, made recently by W. 8. Kies, vice presi dent of the National City Bank. Mr. Kion spoke at a meeting of the Advertising Men's Club, and said:—

A QUEER SEA STORY.
The Berlin polies are busy investigating ate of the most extraordinary and myster ious cases with which they have ever het te deal, writes the Amsterdam correspon- dont of the Sunday Times. About a fort- night ago a man appeared in Düsseldorf, where he began to misbehave himself to degree that was a scandal to the records of that highly respectable city, spending money with such prodigality that he at- tracted the attention of the police, The man, when arrested, gave his name as Hendrick Anderssen, declared himself to

The manager has sent as an estimate for planting up the two blocks, aggregating 250 acres, amounting to $18,000, and the cost of up-keep till maturity aggregating $30.000 spread over four years, that is to say, an average of 27,600 a year till 1920, by which time the whole area would be in bearing at a cost of, say 8200 an acre, giv ing a total rubber ares of 926 acres, at a simile, we must cut ear coat according to our cloth, and your directors have come to the conclusion that 125 acres is as much As can be taken in hand without unduly burdening the revenus in one year. Given reasonably good luck, it should be possib's to develop this amount and still make some nationality, which had encountered in the return to the shareholders. Next year it will be necessary to install machinery, as by that time the bulk of the 1912 and 1913 plantings should be in bearing and the output will have become too large to be dealt with by hand.
From what I have said you will have gathered that your directors have worked on the broad principle of gelting the whole estate into bearing and fully equipped on the existing capital and of recommending the payment of dividends only from actual cash is hand-hitherto it has been abse lutely necessary to spend all revenus on maintenance and development, but we hope the time is now approaching when without abandoning the policy of develop ment, it may be possible to inaugurato policy of dividends as well.
