THE COMMISSIONER'S REPORT FOR 1914.

The Commissioner, Mr. J. H. Stewart Lockhart, has nothing very starting to report for last year. War and weather were the two disturbing features, "but

is satisfactory to learn that the prosperity of the territory did not in consequence, receive any severe setback. When the war broke out, Mr. Lockhart, says the people were inclined to panic, as wild rumours revived memories of the Chino-Japanese war, the Boxer troubles and the late re- volutionary conflicts, from all of which the population of this territory and the neigh bouring districts of China had suffered much. Confidence was restored by the Government explaining the situation to the merchants and the village headmen, and when Tsingtao was blockaded the people were fully reassured. They had heard a great deal about German methods ef government, and especially about their land system, taxation, and discrimination against the native population, and were terrified at the prospect of an alien domi nation based on similar principles. Very fittle is now heard about the war among the Chinese population.

Wer-hai-wei is not yet self-supporting, but it has not cost the Imperial Exchequer any very extravagant sums. During the last five years the grants in aid have amounted to some £30,000, or an average of £6,000 a year. The revenue colerted during laid amounted to $109,687, as com- pared with $93,780 during the previous year, which shows an increase of $15,007. The expenditure during the year smount- ed to 8148,145, as compared with 8165,960, the expenditure of the previous year, which shows a decrease of $18,815. The revenue for 1814-18 it may be noted, is the highest collected since this territory came under British rule, the revenue for the year 1904-5, which amounted to $103.934, being the next highest.
