THE YEAR'S PROCEEDS... The proceeds from the land tax in the provinces received by the Government for the first half of the year have aggregated $38,-149,300, an increase over the receipts of the corresponding term of last year. From Japan's policy toward China hitherto, it is most unlikely. he says, that she will give recognition to the new monarchical form of Government in China immediately, because, if she does, will publicly demonstrate that she has no fixed principle in her policy to- wards China. The second or third step will not be taken, for they will only give her enemies a chance to say that she has interfered with the domestic affairs of her neighbouring country.
