The Secret Memoirs of Count Tudusu Hayashi, G.C.F.O. Edited by A. M. Pooley, London: Eveleigh Nash. Born at Yedo in 1850, Hayashi Tadnsu, the son of the physician to the Shogun, rose to the high position of Ambassador. and then Foreign Minister, and up to the day of his death in 1013 he exercised a considerable amount of influence upon the relations of Japan and the Foreign Powers. How far his influence was beneficial or otherwise for his native land is matter of controversy, which shall not be discussed here; but he will always be remembered as the skilful negotiator of the Treaty of Alliance signed by the representatives of Great Britain and Japan on January 30, 1902.

LOST GERMAN DESTROYER,
SHORE UATTERIES PREVENT RESCUE OF CREW,
Particulars received from Dunkirk re garding the sinking of the German tor pedo-bost off Nieuport show that the German vessel was attacked by a French torpedo-boat, destroyer, which first fired at it and then successfully torpedoed it,
As he had to deal with a more powerful ship than his own, the commander of the French torpedo-boat destroyer sent a wireless call for assistance to a torpedo bout some distance away, but this ship only arrived in time to see the German destroyer disappear.
The French sailors began the work of rescuing the German sailors, but wer unable to pick them up because the hostile artillery near Ostend, of which the con cluding stages of the fight took place owing to the German boat having sought safety in fight when struck by the first shells, fired on them, thus compelling them to leave the crew of tho destroyer, estimated at about 200, to their fate.
