by the Prime Minister of Japan, the capa city of the existing arsenala is being enlarged to the utmost extent in order to meet the Russian demand for munitions and so that no cause may be found for any apprehension regarding the provision of adequate stocks for the requirements of Japan's own naval and military forces. Apart from the general sense of satisfac tion which the Japanese people derive from the prestige this support gives to the country, special gratification is experienced in military circles by, rouson of the feet that a long-cherished object has been gain ed in the enlargement of the producing capacities of the military arsenals, which it would have been very difficult to per suade any Government to sanction in time of peace. From the taxpayer's point of view also thoro is the gratifying prospect of Japan's financial credit being immerse ly improved by the payments for war material which will go to swell Japan's gold deposits in the Bank of England to an unprecedented sum. Thus, in less than ten years after the great war between Japan and Russia in Manchuria, tha wounds have been healed and a friendship of an enduring character has been formed, never, it may be hoped, to be broken again.

WHERE CHINESE CARRY ARMS.
At the Magistracy yesterday two Chinese were charged with being in un lawful passession of two revolvers and 499 rounds of ammunition. A lukong saw one of the defendants walk to the Wing Løk Street Wharf, bringing with him a trunk. The policeman searched the man and found two revolvers tied to his legs. A poking case bolonging to the second defendant was next searched and the ammunition was dis covered.
Mr. C. F. Mason appeared for the d fence, and, in regard to the revolvere, ask- ed his worship in what other place would he expect to find such a weapon on Chinese. They could not carry them in their hands as a lady carried her handbag.
Inspector Sim-They are not expected to carry them below their knees.
The first defendant acknowledged that the arins were his, and he was fined $300. The other man was fined 810.
SIKH PRIEST CHARGED WITH
LARCENY.
ARRESTED IN MAGISTRICY BUILDINGS.
Before Mr. J. R. Wood, Ganda Singh, a Sikh priest, living in the Magistracy Buildings, was charged with the larceny of a gun-metal watch and chain, a pencil case, and a compass, valued at $30, the property of Ng Chung, residing at New Garden, Cheung Chau, compradore to Musso & Co.
According to the evidence adduced by witnesses for the prosecution, the defend- ant, who had known the complainant for several years, paid a visit to Cheung Chan
On the 18th August, and stayed at the complainant's house until the 20th August. On the night. sick, went to bed early, and it was alleged of the 19th the complainant, feeling that during the night the defendant stote the articles concerned in the charge. fendant went back to Hongkong the next morning, and sold the ecmpass and penc 1 to an Indian constable for 50 cents. The constable deposed that the defendant toki him that he had bought the articles from a merchant for 50 cents. On the evening of the 2nd September he returned the pon- cil to the defendant.

Subsequently Sergt. Appleton executed a search warrant at defendant's room at Magistracy Buildings, and there arrested the defendant. The watch alleged to have been stolen was found under a clock in the room, and the percil case was also re covered.
Defendant, who was represented by M. J. H. Gardiner, said the articles wore given to him, but this complainant denied.
