LIGHTNING CONSULTATIONS AT NEW COURT. Singularly enough, few stories are told of PHILANTHROPIST AND FINANCIER the late Lord Rothschild, but the following
is characteristic.
CONSULTED BY THE CHANCELLOR.
One who saw Lord Rothschild frequefifly contributes the following impression to the Daily News and Leader of the 1st April:-
"He was most accessible after his lunch, when he would talk freely for as long as an hour. His deafness was noticeable, but the Affliction doubtless had a diplomatic value when an inconvenient question arose. His hero was Mr. Balfour, and he was on intimate terms with the Royal Family. He had very pronounced views on Germany. He never believed that Germany meant peace. The crisis in 1911 blew over, according to this view, merely because the Germans were not then quite ready. He vidiculed the notion that financiers could have stopped the war. The financiers, he would declare, were not listeneil to.
"On the other hand he never abused Ger- many. He greatly dislikel talk about black bread and horseflesh, and even deprecated the crusade of capturing, Gerinan trade, al- though he was quite resolute that Germany should be beaten.

The report of the Imperial Merchant Service Guild on the subject appears in the Journal of Commerce. At the beginning of the war many Mercan- tile Marine officers proffered their sor- vices to the Admiralty. Nathan Mayer Rothschild was born in 1810 and was a grandson of the original Nathan Mayer Rothschild, of Frankfurt, who started the English brunch, of the great financial house in Now Court. Lord Rothschild's father, Baron Lionel Rothschild, was the first Jewish M.P-elected in 1847, and not allowed to take his seat for 11 years-and Lord Rothschild himself was the first Jewish peer, created in 1885.
With the revolution of 1848 the focus of the family fortunes shifted from Paris to London with a corresponding increase in the influence of the English Rothschilds.
AT COLLEGE WITH KING EDWARD.. Lord Rothschild was educated at Trinity College, Cambridge, where he had Ring Edward among his contemporaries. After taking mathematical honours he went straight to Now Court, and in 1889 ho married his cousin, Emma Louisa daughter of Baron Charles Rothschild, of Frankfurt. He succeeded his uncle as second
haronet in 1876, and in 1870 by the death of his father he inherited the Austrian batony and became head of the English firm. He sat in the House of Commons as member for Aylesbury from 1880 until 1885, when he was created Baron. In 100 he was made a Privy Councillor and received a K.C.V.O.
Towns said that in the event of a European crisis Lord Rothschild could, by calling on his kith and kin in Paris, Berlin, and Vienna, put 300 milions sterling at the disposal of the Government. At various critical junctures the Rothschild millions have been used to uphold British interests and British credit notably when Disraeli sent Lord Rowton into the City to ask Baron Lionel Rothschild if he would lend the British Government £4,000,000 without any security other than the Premiers assurance that Parliament would accept his action. An airmative nswer was given within the hour, and with in twenty-four hours the purchase of the Suez Canal shares was authorised.

The Naval Correspondent of the Times writing on March 31st said:-
The appearance in British waters of submarines with 20 knots surface speed, and the ruthless and reckless behavior of some of their commandere, has called forth with renewed strength & demand for the provision of measures of defence for those whom shey would make their hapless victims. Numerous suggestions have been made on this subject, and only last week Rear Admiral Lord Bristol, at the Institution of Naval Architects, pro- posed that all merchant ships might be Armed to such an extent as to render them dangerous to submarines. That the Government see no reason why the cold

Not for a hundred years has the close relation existing between the Royal Navy and the Merchant Service been so clearly demonstrated.
Historically, the Mer- cantile Marine is the senior survices; for it was the existence of the trade ships which made necessary the creation of
