The accounts for 1914 show a balane proft un working of 88,637.73 as coun pared with 87,842.70 in the previous year. The profit and logs account shows a net surplus of 85,588.46.

The court found from the testimony in the case that this circular letter is directed more particularly against the Chinese merchants, with a view to requir ing them to keep their books, or at least a day book, in either Spanish or English in order to facilitate the examination of samo by the internal revenue officers, for the purpose of presenting fraud upon the
revenue.
After reviewing the testimony and the attorney's briefs, the court was of opinion that the only question necessary to be determined in this case was as to the power of the collector of internal revenue to prescribe the language in which the day book required by said circular letter shall be kept. This matter of language holds the court, in which such book shall be kept is not a matter of mere regula tion, but is a subject for legislation."
