The Note calls attention to the fact that the Allies are daily receiving arms and ammunition from the United States, and declares that while the American Government insiste on its legal right to ship theso it does not with equal energy pursue its rights to ship food-stuffs that are not contraband of war to civilians in Germany.

The Note further, urges that, irrespec tive of the formal aspects of the question of shipping arms to belligerenta, the spirit of noutrality should be observed.

The newspapers in Rome are much perturbed by the rumours of the pos- sibility of a separate peace being arrang- ed between Austria and Russia. They point out that Austria no longer has any chance of reconquering her lost territory and incurs.a great risk of losing atill more if the war continues, whereas by instant submission she may hope to check Bussian invasion and Serbian advance and cheat Italy and Roumania of the aspirations which they expect to realiso.

Venizelos announced at a private meeting yesterday that his decision to withdraw from politics was irrevocable, owing to the King refusing to endorse his statement that His Majesty agreed to his proposal to offer territorial concessions to Bulgaria.
