FOREIGN OFFICE CONFIRMATION.

A JAPANINE INTERPRETATION OF THE

GRUNDERSTANDING,

In the opinion of this Foreign Ofhe official, the Japanese in making their demands on China are not violating the agreement quoted above, nor can any event which happens on account of a war be called a violation. For in- stance, if Japan has occupied some of the Cor- man possessions in the South Sens, orTsingtau in Chien all those things are the result of a war wil lermany, and any result of war is to be consid red the sens the results of a nat- ural accident over which man has no control. These results, therefore, can not be called a violation of the agreement with America, The spirit in which that agreement was made was to maintain the "existing statur quo” in the region along the Pacific Ocean, that is, to meintain the status quo except in case of a war with a third party, which may cause changes in the existing condition of the region mentioned in the agreement. In this sense, the foot-Takahira agreement is still in force, the offcial concluded.
