POSTMASTER-GENERAL'S
· COMPLAINT.
Profecating a Chinese, said to be the agent for the charterers of the Fausang, at the Magistracy yesterday, for failing to notify the proper time of the departure of the vessel, the Postmaster-General (3r.. |E. D. C. Wolfe) fold the Magistrate that the ship was due to leave for Saigon et 5 o'clock on the 24th, but failed to leave until noon on the day following, Cou- siderable
annoyance was caused in this way. The mails were made up so that the letters could be sent off at the advertised time of departure, and people came to the Post Office and asked why the muil should be closed so early when the steamer did not leave until several hours later. The piaximum fine was $200, but ho thought a small fine would meet the YEARLY DRAWING OF SIXTY- caso in this instance, as this was the first FIVE DEBENTURES of the HONGKONG of its kind. A fine of $25 was imposed.
