JAPAN AND THE "OPEN

DOOR" IN CHINA.

THоçaн Every effort continues to be made both by the Chinese and Japanese Governments to keep the world at large in ignorance of the exact nature of Japan's demands on China and also of the progress of the negotiations which are taking place in Peking, the telegrams

which have been sent out from the Chinese

weeks by the correspondents of the Press show that diplomatic secrets still leak out as they have always dons in Peking, not withstanding the PRESIDENT's repeated injunctions to the staff of the Foreign Office to ensure that no information. The

year 1800.

It may be useful at this date to recall that following upon the occupation of Kiaochow by Germany, Mr. Jons Ilar, then the United States Scoretary of State, approached all the Powers inter ested in China with propcsals for the maintenance of equal opportunities in The China for the trade of all nations. communication set forth that it was the sincere desire of the United States Govern- ment that the interests of its citizens might not be prejudiced through exclu sive treatment by any of the controlling Powers within what they at time

were disposed to regard their respective "spheres of influence" in China, and it hoped to retain in China an open markes for all the world's commerce, to remove dangerous sources of international irritation and thereby to hasten the united action of the Powers at Peking to promote the administrativo reforms greatly needed for strengthening the Government and maintaining the integrity of China. En that

this, Mr. Hay, expressed the belief

possible demands by any others. Thus, in the demands with respect to South Mancharia and Eastern Inner Mongolia it is required that the Japanesa Govern- ment's consont shall be first obtained before any action is taken, either in the matter of granting to subjects of a "third" Power permission to build a railway, or in the matter of raising a loan for which the local taxes may be required to be pledged as security. Then, again, the Japanese Government requires to be first consulted if the Chinese Government should wish to employ advisers or instructors for political, financial or military purposes in South Manchuria or Eastern Inner Mongori, Japan also is seeking to obtain the con- trol and administration of the Kirin- Chengchun railway; she is accking in the Yangtzo Valley region to make the great Hanychping Ironworks Company

"joint concern of the two nations" and to secure that no mives in the neigh- bourhood of those worked by the Com

of this Company shall be allowed with. out the Company's consent being first obtained. In the same region Japan is seeking the right to construct three railways-one to connect Wuchang with Kewking and Nanchang, another ton rup between Nanchang and Hangchow and a third between Nanchang and Chae- chow.

Coming further south, Japan wants the tight to work mines and build railways and to construet harbour worka (including dockyards) in the province of Fukien, and also demands that the Japanese

Government shall be first is consulted before foreign capital

in this province. In employed another section of the draft treaty the Chinese Government, with the object of "effectively protecting the territorial integrity of China," is required to agres that no island, port or harbour along the entire Coast of China shall be

alienated to any "third" Power. Japan also seeks that the police affairs in the important centres of China shall be administered jointly by Japanese and Chinese, or that the Chinese authorities shall employ numerous Japanese for the purpose of reorganizing and making the Another Chinese police service efficient, demand is that China shall purchase from Japan a fixed ratio of her muni tions of war ("say, 50 per cent.or more"), or that an arsenal shall be catablished in China to be jointly worked by China and Japan with Japalese technical experts and with material pur- chased from Japan. It is perfectly obvious that many of these demands can not be reconciled with maintenance of the independence of China and equal oppor tunity for the trade of all nations, and it is not surprising to learn from the recent telegramas that the Japanese demarche has created no little alarm in England among those specially interested in industrial British commercial and The
