DEFENCE OF THE NEW PIRACY,
From the full text of the German Government's reply to the American Note relative to the new piracy we quote the following extracts:
The procedura announced by the German Admiralty is in no way directed against | the legitimate commerce and the legiti- unde slipping of neutrals, but represents solely a measure of self-defence, imposed on Germany by her vital interests, against England's method of warfare, which is contrary to international lay, and which, ao far, no protest by neutrals has succeeded in bringing back to the generally recognised principles of low.
Till now Germany has scrapulously ob- served valid international rules regarding naval warfare. The German Government has obeyed these rules, even when they were diametrically opposed to her mili tary interests.
In contradistinction to this attitude, England has not evou hesitated at the serious infringement of international law, if by such munas she could paralyse the peaceful commerce of Germany with neutrals.
All these encroachments have been made, as has been admitted, in order to cut off all supplies from Germany, and thereby to starve her peaceful civil population, procedure contrary to all humanity.
OVERSEAS SUPPLY CUT OFF.
Germany is as good as cut off from hor overseas supply by the silent or protesting toleration of neutrals. not only in regard to such goods as are absolute contraband, but also in regard to such as, according to the acknowledged lawr bofore the war, ara only conditional contraband, or not con- traband at all
