Lord Harris, seting Lord Lieutenant of Kent, has issued the following instruc tions to the inhabitants of the county of Kent in view of a possible invasion :—

In order to be recognised as a com- batant a volunteer must be a member of n Volunteer Corps which has been affiliated to the Contral Association of Volunteer Training Corps. Only members of such Corps will receive the badge issued by Government to combatants. It is the policy of Government to encourage every man of proper age and physique to enlist in the Navy or Army; any man who is disqualified, or from the nature of his employment cannot calist, can become s member of such a Volunteer Corps. Civilians who are not in possession of the Government badge will not be counted as combatants, they will be liable for all non-combatant duties, and they must bo prepared to surrender any arms which they may have in their possession.
