THE TOLERANCE OF NEUTRALS IN
BRITAIN'S HUNGER WAR.
LONDON, February 18th.

The Gorman reply to the American Note declares that Great Britain's violations of Naval International Law, including the inhuman attempt to starve civilised Ger- man people into submission, and the nentrals acquiescence in such violations, especially the unhindered traffs in arms by American firms to Germany's enemies, bad forced Germany, after six months of patient waiting, to take reprisals.
Germany trasis that neutrals will be equally as tolerant with her as they have been with the British hunger-war, even
though her measures may involve new terrors in naval warfare, by means of mine sowing and submarines.
Neutrala will be given ample time to avoid the war zone, and if they enter it they will be solely responsible for unfor tunate accidents.
The Note recommends that United States warships shall convoy American merchantmen, and hopes that the Ameri can Government, after a further con sideration of the traffic in arms, will come to a conclusion corresponding with spirit of real neutrality.
Germany will be most grateful if the United States finds a way of enabling Germany to import the necessaries of life.

LONDON, February 17th. An Amsterdam telegram communicates a Berlin communique which states that after a nine days winter battle in the region of the Masurian Lakes the Russian Tenth Army, consisting of eleven infantry and several cavalry divisions, has been thrown across the frontier.
