stated that Roumania, whose war strength is about 420,000 officers and men, had mobilised 750,000. In the absence of definito information we are left to speculate upon the actual reasons or motives for Roumania's intervention in the war With Bulgaria remaining neutral, and serving as a barrier between Turkey and Roumania, it seeins not improbable that the immediate object in view is the invasion of Hungary in cooperation with Russia and Serbis. In
WINE & SPIRIT MERCHANTS, the current number of the Contemporary Review thero is an interesting article on the subject of "Hungarian Tyranny and Roumanian Suffering," which describes. the grievances the Roumanians have against Hungary. According to the last Census Hungary (including half of Bosnia and Herzegovina) has a popula ST. MARCEAUX & Ction of 21,317,000. Just one half of this REIMS number is shown to bo Magyars, the other half being made up of Roumanians, DRY Germans, Serbians, Slovacks, Croatians and Kuthenians. But the contributor to the Contemporary avers that in reality the Magyars form not one half, but only one-third of the total population, and he $63.00 further declares that the official census $65.00 greatly understates the population of $68.00 Roamanians, which is probably nearer 3,500,000 than 2,949,000, as given in the

The Shanghai merchants have drafted thres conditions upon which their consent will rest. In the event of these conditions: being accepted by the foreign authorities, the Shanghai merchants will acquiesce în Settlement extension. They are as follows:-
