China, na everyone must by this time know, has never had a proper Religion; the scholars are taught to venerate Confucius by the literati as the Saintliest Sage, but are also tanght to pay respect to the teachings of Lau Tsz, the founder of Taoism, who, it is said, Confucius consulted on qne occasion regarding Rites; but the inass of the peuple, not exeluding the literati, folkw & Religion half Buddhistic and half Nonsense. The choice now has specially fallen on Confucianism, and though it has not yet been definitely decided to be admitted as the State Religion, Yuan has thought it to issue a circular praising the Sage and to go personally to the Temple containing the Tablets of the Sage and bis disciples. This action has more meaning than that China wants a State Religion.

Confucianism is intolerant of anything but properly constituted Empires. Con- fucius expressed his disapproval of China in the time when the feudal lords seemed to have more power than the Emperor The barbarian countries by saying? have their kings, and ure not like China without them. With what horror Con- fucins would view China as a Republic is only manifest to those who have seriously studied the Analects of Confucius and the Spring and Autumn Records. Only these two may be viewed as expressing truly the views of the Sage in everything moral, political and religious.
