A PERSONAL IMPRESSION.

If there were needed any justification of the appellation of the "Bilent Service that has been bestowed upon the Navy, it were surely to be found in this that to the man in the street the Commander- in-Chief of the great Fleet which has melted into apparent nothingness, but whose influence is writ large upon the times, is simply a namo without a personality, In a detached sort of way the man who leads his newspapers has known that Admiral Sir John Jellicoe has filled various important posts at the Admiralty; that he has successfully com manded fleets during peace exercises; and that he has been regarded as one of the Navy's coming men. But his appointment to the supreme command of the Home Fleets a matter of hours before war was actually declared probably came as a surprise to most, but to those who have intimate knowledge of the man and his enpabilities there came the certain conviction that the control of that mighty engine of war, the British Navy, had been entrusted to the hands most capable of exercising it.

But what manner of inan is this who has suddenly come out of what may almost be called comparative obscurity to be the central figure in the awful drama that bas to be played to its grim finish in the North Beat Curious, is it not, that a nation whose very breath of life is derived from sea-power should know so little of the first of its sea eommanders? Not for nothing does the Navy work silently, shorn even of the pomp and circumstance of war which has made of our foremost soldiers popular heroes the while its greatest sea-captains remain unknown, unrecognised even by name.

1 first met Sir John Jellicos during the troubled days in North China, fourteen years ago, when, as flag-captain to Sir Edward Seymour, he acted as Chief of Staff to the allied force which made the first and unsuccessful attempt to relieve the besieged Legations.

It was to him that I was referred for permission to accompany the relieving force, and I can see him now as he put u, few terse, direct questions to me before granting the required permit
