of October, 1806, which was proclaimed in Fay-Pai Pa Sa this Colony on the 5th day of August, 1014, it is enacted that the Governor may by proclamation prescribe the maximum price for which any article of food may be sold by retail and that any person whe after such proclamation and until it shall have been revoked shall sell any article of food at a higher price than the prices so prescribed shall be deemed guilty of an offence against Teach-Wan Yu the said Order and shall on conviction Turbot-Cho How Yu thereof be liable to a fine not exceeding 60 dollars or to imprisonment for a term not exceeding three months:
