The report of the British Cotton Growing Association for 1918 reveals that enterprise in a satisfactory position, and shows that steady progress is being made in carrying out what at first seemed to be rather a hopeless tank. The response to the efforts of the Association in the early years of its existence were undoubtedly unsatisfactory. It was long before Lan cashire would take the matter up seriously, and but for the assistance afforded by the government there is little doubt that the Association must have collapsed. As it is, the work done has steadily grown, and from handling a total of 16,713 bales worth £224,588 in 1908 the Association has advanced to dealing with 47,460 bales worth £661,227 in 1913. The Association also does a substantial business in pro- viding machinery, buildings, stores, etc., for cotton growing work. In 1910 the amount of this work was valued at £24,100, but in 1913 it had grown to over £54,000 The total capital of the Association which was fixed at £500,000 has even yet not- been completely raised, but the deficit was largely reduced during the year, and the balance outstanding is only £18,080, which, it is hoped, will bo contributed by the Federation of Master Cotton Spinners' Association, the North and North-East Lancashire. Cotton Spinners' and Manu facturers' Association, and the operatives and co-operative societies. The income of the Association is derived partly from commissions on the sales of cotton and seed effected through it. nad on the machinery etc., which it supplies, and partly from interest on capital advanced for the purpose of establishing ginneries and financing crops. The sums received in these two ways in 1913 amounted to £4,303 and £6,180 respectively,' being in either case a substantial increase on the figures of the preceding year. to extend its work. For this purpose at least £100,000 extra is essential, and the Association have at present no prospect of being able to raise this sum. The share holders of course receive no interest on their money and it is apparently difficult to secure the, proper interest of the firms. of Lancashire in the importance of the work.
The extent to which the operations of the Association have stimulated the growth of cotton in the Empire is seen From the fact that in 1908 the total ainoant of cotton grown in new fielde opened up by their exertions was only 20,300 bales valued at £330,000. In 1013 the figures are 78,800 and £1,171,000, and the increase has been steady and continuous, so that the prospects for 1814 are better than ever The imperial grant of £10,000 for work in Nigeria, the Gold Coast and Nyasaland which was renewed during the year for a further term of three years has been supplemented by the guaranteed loans of £3,000,000 each for cotton development in the Sudan and for transport facilities in Nyasaland and East Africa and of £500,000 for railway and other facilities in Uganda and East Africa. It is perhaps too much to claim, as the Associa tion in effect do, that the whole credit. for the guarantee of these loans resta with their work, but it is fair to admit that but for the potentialities of cotton and its fundamental importance to Lancashire there would have been little disposition on the part of the government to take the necessary decision to give these loans their chance of success Although the substantial success of the work is clear, there is much variation in the results from year to year, and the Aasueiation seem
