THE CHINA ASSOCIATION. ANNUAL GENERAL MEETING OF SHANGHAI BRANCH.

The annual meeting of the Shanghai Branch of the China Association was held at the Shanghai Club on July 20th. Mr. A. M. Marshall presided, supported by Moara. C. E. Anton, W. E. Leveson, H. A. J. Macray, O. M. Green, and L. E. Canning, Secretary. There were also present:-Messrs. E. F. Mackay, R. N. Macleod, F. Ayscough, D. McNeill, Q. L

B. Campbell, E. Heaton-Smith, J.. Prentice, T. E. Trueman, J. H. Osborne, and E. F. Bateman.

The Chairman in addressing the meeting said:-Gentlemen, The report and ac counts have been in your hands for the past few days and with your permission I will take them as road. I am going to be as brief as I possibly can in bringing. you up to date in the various matters dealt with in the report, which have received the attention of your Committee from the end of March to to day. This year you have had circulated together the London and Shanghai reports and I am sure after perusing those two documents you will feel that British interests in the East generally have received not only the careful attention of the London and but of His Shangbai Committees,

Committee-During the time which has elapsed since our report was written wo have been deprived of the services of our Chairman, Mr Platt, also of those of Mr. Burkill, both of whom have gone home for the summer, and of Messrs. Nuttan and Stephen, who have been transferred to Hongkong.

Chinese Affairs. That the country in which we are domiciled is at last settling down we have evidence on all sides. We have lately seen printed in the local press rumours of a third revolution, but as far as I can see I do not think there is any likelihood of a rising, for when you come to put down hard facts you first of all turn to the questions: Where are the funds coming from to launch it, where are the men and where are the arms and ammanition? To answer these three questions would not be hard, for the common-sense point of view to consider & rising can take place at a moment's notice is to my mind farcical. If, however, those in possession of arms can be, what one may term "got at," that is another pro position, but with the judiclous garrison- ing of all likely spots with trained soldiers and cornmunders who are tried servants of the President I do not think this at all likely. Through a tactful move one general and his rabble of soldiery, renowned for their exploite at Nanking, have been split up and this menace to peace is this removed.

Affairs in Peking, are slowly shaping themselves in order, although far removed from Republican ideals. We, as you will have seen from the report, urged Govern- ment support for Yuan, and I do not think we can be taken to task for so doing The reorganization of the salt revenue has been a teritable godsend to China and it is not expected that any further opposi tion to the present mode of collection of the taxes will be made. undepreciated and stable currency. excessive minting of copper coins at Nanking is having a very detrimental effect on this market and when I tell you that there is a daily arrival in Shanghai of some one and a half millions of these coins you will readily understand how it is that we can exchange our Mexican dollar for 135 of these coins. Your Com mittee have lodged their protest against this excessive minting and trust that they may be successful in their efforts.

Settlement Extension. I am sure you, will join with me in congratulating our French friends on obtaining their exten- sion; 1 have no definite news to impart with regard to extension on this side, but you will no doubt have noticed in the press that an arrangement has more or less been come to sad we now await the details of this.
